FMD Vaccination Surveillance — and the New FMD Campaigns Tab

What this guide covers: every tab on the Authority Vaccinations page, with particular depth on the newest one — FMD Campaigns — which surfaces the court-authorised private vaccination workflow (5-day notice, 14-day sworn affidavit) to the state vet or provincial director who actually receives them.

What it doesn't cover: the legal requirements themselves (see the FMD Private Vaccination guide, written for the farmer side of the same workflow) or the separate quarantine recovery timeline (see the FMD Quarantine Recovery Pathway guide) — the Day 21/Day 42 immunity-building milestones in Tab 1 below are a different clock to the Day 16/Day 42 quarantine milestones in that guide; don't conflate the two.

Where this fits

Vaccinations is one of the thirteen pages in the Authority Command Centre — jurisdiction-scoped, mostly read-only, exactly like the rest. It has four tabs: Biosecurity Overview, Records, Batches, and the newer FMD Campaigns tab, which is the Authority-side read surface for Phase 35's private-vaccination court-order workflow.

National coverage, immunity pipeline & legal context

The landing tab opens with a national FMD coverage gauge against the 80% herd-immunity threshold required for ring-vaccination protection — below that line, an unprotected gap lets the disease re-establish through adjacent holdings. Alongside it:

• Quick stats — total FMD vaccinations, active quarantines, disease reports, and animals with recorded vaccination evidence.
• A read-out of the same Day 16 / Day 42 recovery milestone counts used on the Quarantine page.
• A Herd Immunity Pipeline — every vaccination event bucketed into six stages by days since vaccination: Just Vaccinated (D0–6), Early Response (D7–20), Good Protection (D21–27, abattoir movement eligible), Fully Protected (D28–179, export eligible from Day 42), Booster Due (D180–209), and Critically Overdue (D210+).
• A legal context card summarising the Pretoria High Court ruling that made private FMD vaccination lawful, and the conditions under which a privately-procured vaccination record is actually valid (an approved strain, cold-chain documentation, traceability records).
• A Cold Chain Compliance gauge — the percentage of vaccination events recorded with a temperature inside the valid 2°C–8°C range.

Every vaccination event, individually

A full, filterable table of vaccination events in your jurisdiction — both ordinary vaccination events and FMD-specific ones. Quick filters let you jump straight to FMD-only records, animals still building immunity, fully protected animals, booster-due, critically overdue, or records with a cold-chain issue. Each row shows the vaccine strain, the batch, the individual animal or group, the computed immunity stage, the recorded temperature (or an honest "Unverified" flag if none was captured), and how much evidence is attached.

The vaccine batch register

Every registered vaccine batch, with the evidence that actually makes it usable in a regulatory proceeding:

• Cold-chain documentation — a batch without a linked cold-chain document is flagged as unusable as traceability evidence, not silently accepted.
• Expiry status — expiring within 60 days, or already expired (which must be disposed of under veterinary supervision).
• Lawful-source evidence — whether the organisation has recorded where the batch was bought, and any recorded supply source (manufacturer, importer, distributor or agent) and receipt.
• Deviations — how many cold-chain deviations have been logged against the batch.
• Campaigns using this batch, and whether stock consumption has been recorded against it.

Private FMD Vaccination Campaigns

This is the Authority-side view of the workflow the FMD Private Vaccination guide describes from the farmer's side: the court order that lets an owner or manager buy and administer FMD vaccine themselves, subject to a 5-day prior notice and a 14-day sworn affidavit afterwards. Every campaign an organisation in your jurisdiction creates shows up here.

KPI cards

Ten counters summarise your whole campaign caseload at a glance: notices generated, notices received/acknowledged, campaigns in their waiting period, campaigns where vaccination is now allowed, affidavits due, affidavits overdue, affidavits received, campaigns you've queried, campaigns closed, and campaigns with a disclosed cold-chain deviation.

Filtering & sorting

Filter the campaign list by exactly those same states — Notice Pending, Waiting Period, Vaccination Allowed, Vaccinated, Affidavit Due, Overdue, Affidavit Received, Queried, Closed, or Deviations — and sort by soonest affidavit due date, most overdue, notice-sent date, holding, organisation, or your own review status.

The campaign list

Each row shows the organisation, the holding/location, the campaign's own status (Draft through Notice Ready, Notice Sent, Waiting Period, Vaccination Due, Vaccinated, Affidavit Due, Affidavit Generated, Affidavit Submitted, Closed), whether the notice has been generated, the affidavit's state, and any flags — a disclosed cold-chain deviation, a disclosed 5-day-wait override, or a campaign you've queried. The campaign detail drawer

Opening a campaign shows:

• Organisation, holding, planned location and period.
• Notice status — whether it's been generated, sent, and acknowledged by your office, plus the calculated earliest-allowed vaccination date.
• Any 5-day override on record, with the owner's written reason — disclosed honestly as an exception, never presented as if the waiting period had actually been satisfied.
• Affidavit status — generated, submitted, received by your office, and its due date.
• Completeness flags — whether at least one affidavit-ready vaccination exists, whether a cold-chain deviation is disclosed, and two things that block real compliance if missing: no recipient contact on file, or no delivery proof recorded.
• Any notes you've previously added when querying or closing the campaign.

The Authority side of a campaign moves through its own status, independent of the organisation's own workflow status: Pending Review → Notice Acknowledged / Affidavit Received / Queried → Closed. Four actions drive it, each shown only when it actually applies:

The one thing to remember: the FMD Campaigns tab tells you the state of the workflow — it never replaces the physical or sworn documents the law itself requires, and it never holds a copy of the organisation's PDF for you to download.
