FMD Vaccination Campaigns

Privately vaccinating your own animals against FMD, the way the court order requires it — a 5-day prior notice, the vaccination itself, and a signed affidavit afterward.

Audience: owners, vets Part of the LITS guide set

What this guide covers: creating a private FMD vaccination campaign in LITS, the 5-day notice rule, running the vaccination, and generating and submitting the affidavit afterward.

What it doesn't cover: what the court order actually requires of you in plain language — see FMD Vaccination — What the Law Requires — or how the Authority oversees campaigns on their side — see FMD Vaccination Surveillance & Private Campaigns.

Pipeline

The campaign pipeline

Found at LITS → FMD Vaccination. Every campaign moves through one status pipeline: draft → notice ready → notice sent → waiting period → vaccination due → vaccinated → affidavit due → affidavit generated → affidavit submitted → closed.

Creation wizard

The creation wizard

Click New Campaign for a seven-step wizard:

  1. Holding & Authority Contact — the target holding must already have an assigned State Vet or Provincial Director; if not, the wizard blocks here and tells you to ask the Authority to assign one first.
  2. Period — your planned start date, enforced to be at least 5 days out.
  3. Animals — builds a summary table by species, breed, gender and age.
  4. Vaccinators — attach existing identities or register new ones (ID number, address, phone), with a convenience picker pulling from your Employees or Finance Contacts.
  5. Dose — the planned dosing.
  6. Cold Chain — a description of your cold-chain plan.
  7. Notice — submits the campaign and generates the prior-notice document.
The 5-day rule is enforced in the wizard itself — you cannot set a planned start date less than 5 days away. A notice, once sent, can never be regenerated: it's a court-order document, and viewing an already-sent notice is kept clearly separate from generating a new one.
Vaccinating

Vaccinating & the waiting period

Once the notice is sent, the campaign enters its waiting period automatically. Vaccination events themselves are captured from Field Capture's FMD vaccination sub-form, which checks the campaign's readiness (notice sent, waiting period elapsed, correct holding, batch validity and cold-chain compliance) before letting you record one.

Affidavit

The affidavit

Open a campaign's detail drawer once vaccinations are recorded. A completeness checklist checks, in detail: notice sent, recipient chosen, delivery proof, the responsible owner's identity/name/ email/phone, at least one recorded vaccination, and per-administration dose/unit/method/batch evidence/temperature/animal-ID snapshot with any deviation explicitly acknowledged. Click Generate Affidavit once it's complete.

Overriding the 5-day waiting period is restricted to an org owner or admin, and requires a reason — this is enforced on the server as well as in the UI, not just hidden from other roles.

If the Authority requests a correction after submission, LITS supports rectification — generating a new affidavit document without ever un-setting or overwriting the original submission.

Digital submission

Digital submission to the Authority

The notice, or a signed/scanned copy of the affidavit, can be submitted to the Authority directly from LITS rather than by hand. A generated affidavit PDF is not itself submittable — you upload a separately signed or commissioned scan, which must pass a malware scan before it's accepted. A visible submission history tracks each step: submitted, viewed, acknowledged, correction requested, corrected, closed. If a correction is requested, you re-upload a new signed copy against the same history rather than starting over.
